proposed solutions
There needs to be a joint solution between Israel and Palestine, as water requirements are interdependent and water resources always cross political boundaries. This means there needs to be conservation and recycling of water on both sides. This means no swimming pools and lush lawns on one side of the border while people go without basic drinking water on the other side. Additionally, improving the political atmosphere between countries would allow water supplies to be piped from neighboring countries. Investment in desalination and in the research of new technological innovations involving water supplies is also very important.
Although the JWC exists, the imbalance in the given authority of each country is crippling to its effectiveness. There either needs to be a new committee or the governments need to work together to radically update and edit the existing committee. Another important part of a solution is for both countries to admit their wrongdoings- Palestine needs to own up to the actions of the citizens in illegally tapping into Israel's water resources and Israel needs to admit that they have an unfair advantage over Palestine in the management of their shared water resources and that they have essentially committed a human rights violation.
